Neenah, Wisconsin Native Supports Navy Recruiting, Training

PENSACOLA, Fla. – A 1990 Neenah High School graduate and Neenah, Wisconsin native, Cmdr. James Stockman, is currently serving with the U.S. Navy as public affairs officer at the Naval Education and Training Command (NETC), charged with the recruiting and training of Sailors in the world’s finest Navy.

Stockman is part of the team that takes Sailors from “street to fleet” by transforming civilians into highly skilled, operational, and combat-ready warfighters, as well as providing the tools and opportunities for continuous learning and development.

Stockman has served at NETC since July 2018.

“I’ve been fortunate to have had a multitude of diverse positions overseas and throughout the United States during my military career,” said Stockman. “However, being here at NETC gives me the unique opportunity to significantly contribute to the Navy mission by recruiting, training and retaining America’s best talent.”

As public affairs officer, Stockman serves as the principal advisor to the NETC commander in matters pertaining to all aspects of public affairs, including developing and implementing communications strategies, planning and directing media relations efforts, promoting community outreach programs, and supporting visits by dignitaries to the headquarters.

“Our people have always been our greatest advantage in the Navy over any competitor,” said Rear Adm. Kyle Cozad, NETC commander. “What we do at NETC is critical in the competition for talent, and every day we are improving the recruitment, training, and education for the best Sailors in the world.”


Stockman enlisted in the U.S. Marine Corps Reserve in 1990, the U.S. Navy Reserve in 1998 and earned his commission in the U.S. Navy from Officer Candidate School in 2000.

“My family has a strong military heritage – my father was in the Air Force and I have numerous uncles and cousins who were in the Army, Air Force and National Guard – however, I believe I was the first to join the Marine Corps,” said Stockman.

Stockman obtained a bachelor’s degree in Human Biology from the University of Wisconsin at Green Bay in 1996.

“One of the most exciting initiatives that every service member and government employee serving at NETC is in some way, shape, or form a part of is what we call Ready, Relevant Learning,” said Cozad. “I am so proud of our team’s efforts to ensure that Sailors have the right technical skills at the right time during their careers.”

Stockman is the son of James Stockman, who resides in Neenah, Wisconsin, and the late Tokiko Stockman.

Ready, Relevant Learning is part of Sailor 2025, which is the Navy's program to more effectively recruit, develop, manage, reward and retain the force of tomorrow.

NETC oversees the Navy’s recruiting force, boot camp, officer development and training programs, enlisted technical training, civilian credentialing and voluntary education opportunities, the Navy Advancement Center, and international training programs.
