SAN DIEGO - On September 14, unique ceremonies were held around the world as 4,700 sailors became Navy Chief Petty Officers. This is more than a simple promotion, this is a culmination of years of hard work, determination, and sacrifice.
In San Diego, an impressive ceremony of Navy pride and tradition was held aboard the USS Midway. 37 new chiefs proved they were ready to embrace this demanding challenge as they proudly sang ‘Anchors Aweigh’, recited a heartfelt reading of ‘The Fouled Anchor’, and participated in the Two-Bell ceremony, as they were introduced their new rank, including Mineman Chief Timothy O’Neal, a 1991 Riverdale High School graduate and Riverdale, Georgia, native.
As these Sailors had their CPO pins placed on their uniforms by loved ones, there was a tremendous amount of pride that could be seen and felt by any and all in attendance.
O’Neal’s lapel pins were placed by his sister, Patricia Lee O’Neal, and his aunt, Peggy O’Neal. Also in attendance, showing their pride and support of their son’s incredible accomplishment, were his mother and father, Barbara Rogers O’Neal and David O’Neal.
Also on this momentous occasion, Master Chief Petty Officer of the Navy Russell Smith sent this message to all CPOs:
“To all new chief petty officers, welcome to the Mess! Never forget what you have done to get here, as well what countless others have done on your behalf to give you this incredible opportunity … As you inevitably pause at some point today to look at those anchors on your collar, remember that you must ‘earn this’ every day. Hooyah - Navy chief, Navy pride!”

On April 1, 1893, President Benjamin Harris issued an executive which created the rank of chief petty officer (CPO). These CPOs were chosen from 1st class petty officers (E-6) who demonstrated the ability and willingness to take on more challenging responsibilities. This time honored tradition is still carried out today. After first class Sailors demonstrate leadership skills, have an impressive record and pass an advancement exam, they are chosen by a board of chiefs (E-7), senior chiefs (E-8), and master chiefs (E-9).
