ASAN, Guam – Capt. Alan Eichelman relieved Capt. Troy Brown as Naval Facilities Engineering Systems Command (NAVFAC) Marianas commanding officer during a change of command ceremony at the Top O’ the Mar in Guam.
Rear Adm. Jeffrey Kilian, NAVFAC Pacific commander, presided over the ceremony and recognized Brown for his accomplishments during his tenure.
“Troy is the leader that brings it all together,” said Kilian. “He ensures unity of effort, provides strategic vision, and above all, brings a genuine passion for helping people reach their true potential. Troy cares about his people and he cares about this command. It is simply incredible what NAVFAC Marianas has accomplished these past three years. The work you and your team have achieved are a testament to your professionalism, proactive engagement and impressive leadership. I’m proud of what you’ve done for NAVFAC, the Navy, the Department of Defense and Guam.”
Brown served as the NAVFAC Marianas commanding officer from August 2022 to June 2025.
“It’s been an inspiring journey and one that reinforced my faith in the value of team focus and the strength of the Chamorro culture,” said Brown. “Looking ahead, I’m incredibly optimistic about the future. The foundation we built is strong based on mutual respect, shared goals and a commitment to both the mission and the well-being of Guam. It’s easy to pass the baton to Alan because he’s been part of building these relationships my entire tour. The challenges Alan face are complex, but with this team, you will overcome them. Thank each and every one of you for your dedication, your partnerships and unwavering commitment to excellence.”
Eichelman, a familiar face within the NAVFAC community, most recently served as the operations officer for NAVFAC Marianas and the executive officer of Naval Mobile Construction Battalion (NMCB) 3.
“I am standing here because when I thought about where I want to be right now, at a turning point in our history, a turning point in the Pacific, a dynamic time filled with uncertainty, I am here because Guam is home,” said Eichelman. “It’s not a place we deploy to and from, it’s where our families live, it’s our community. There is no group of people I would rather stand shoulder-to-shoulder with and face down whatever is coming our way. Whether I’m allowed to remain a part of this team, in uniform or out, for a day or a decade more, I give you my word I will work every day to make you and this team as successful as possible to defend our Nation and our home.”
A native of Morristown, Tennessee, Eichelman received his commission in 2022. He is a University of Tennessee, Knoxville graduate, with a Bachelor and a Master of Science in Civil Engineering.
Eichelman is a Seabee Combat Warfare and Fleet Marine Forces qualified officer, licensed Professional Engineer in the state of Washington and a member of the Acquisition professional community.
“Alan is the right officer to take the helm and carry on the impressive momentum of NAVFAC Marianas,” said Kilian. “I can say firsthand that Alan is an incredibly bright, capable and a decisive officer, and I know he will be a fantastic commanding officer. NAVFAC Marianas, you are in good hands with Skipper Eichelman.”
Eichelman is a Seabee Combat Warfare and Fleet Marine Forces qualified officer, licensed Professional Engineer in the state of Washington and a member of the Acquisition professional community.
