WASHINGTON, D.C. - Capt. Stephen D. Barnett, a native of Columbia, Tennessee, and 1991 Tennessee State University graduate, was promoted to the rank of rear admiral in a ceremony held at Navy Museum in Washington Navy Yard, Jan. 17.
Barnett, a naval flight officer with 29 years of service, is the deputy commander of Navy Installations Command, who is was one of 22 active duty line and staff corps officers selected for promotion.
During the ceremony, Barnett re-affirmed his oath of office with Vice Adm. Mary M. Jackson, commander of CNIC.
“It is truly an honor to be selected for promotion and offered the opportunity to continue to lead the sailors and civilians that comprise the best Navy the world has ever seen,” said Barnett.
With the U.S. Navy Museum’s ceremonial area full of friends, family and shipmates from all over, Barnett shared advice with attendees of which he would give his younger self if Rear Adm. Barnett could ever meet Ensign Barnett.
"Find an Ensign Barnett, they are out there, and bring him or her into the village to do with him or her as you did with me,” said Barnett. “Invest, mentor and mold that person to help them achieve their goals and aspirations.”

As deputy commander, Barnett is the second senior military leader at CNIC where he directly supports the commander, Vice Adm. Mary Jackson, and represents her in her absence. CNIC is responsible for worldwide U.S. Navy shore installation management as the Navy's shore integrator, designing and developing integrated solutions for sustainment and development of Navy shore infrastructure. Barnett, a 1985 graduate of Parkersburg High School in Parkersburg, West Virginia, also places a great deal of value on education as evidenced in him earning a Master of Business Administration in 2002 from Troy State University in Troy, Alabama, and a Bachelor of Science in Mechanical Engineering from Tennessee State University in Nashville, Tennessee.
