Appalachian Native Selected as Sailor of the Quarter

PANAMA CITY, Fla. – A 2005 graduate of Vestal High School and Appalachian, New York native has been selected as Sailor of the Quarter, Third Quarter, Fiscal Year (FY) 2017 while serving at the Naval Surface Warfare Center Panama City Division (NSWC PCD).
U.S. Navy Petty Officer 1st Class Steven Starner, who has currently served for over 9 years, joined with aspirations of becoming a Navy diver.
“I joined the Navy to challenge myself in ways I had never done before,” said Starner. “Becoming a Navy Diver has allowed me the opportunities to travel the world like I had never before thought possible. I’m very honored and humbled to be selected as Sailor of the Quarter. Not only does it reflect hard work, but it is also a representation of the NSWC PCD Dive Locker’s continued dedication to supporting the warfighter.”
NSWC PCD Commanding Officer Capt. Aaron Peters commended Starner for his exemplary leadership and efficient supervisory management resulting in saving tax-paying dollars.
“Petty Officer Starner is a selfless volunteer in the community and a leader among his peers,” said Peters. “His exceptional professionalism, initiative, and devotion to duty reflected great credit upon himself and the United States Navy.”
