Dakar Senegal Native Selected as Junior Sailor of the Quarter

PANAMA CITY, Fla. - Commanding Officer Capt. Phillip Dawson III of the Naval Surface Warfare Center Panama City Division (NSWC PCD) cited U.S. Navy Petty Officer 2nd Class Alioune Ndiaye, a mineman, and Dakar Senegal, Africa native as Junior Sailor of the Quarter, Second Quarter 2017.

“Petty Officer Ndiaye was selected for having flawlessly coordinated the inspection, classification and stowage of over 1,200 ordnance items in preparation of the command’s 2017 Explosive Safety Inspection,” said Dawson. “Additionally, he managed all Notices of Ammunition Reclassification and trained 25 personnel to streamline ordnance processes and ensure compliance with Navy regulations and procedures.”

Ndiaye has served nine years in the U.S. Navy. He is a graduate of Andre Peytavin Technical High School from the Class of 1999.

Ndiaye said he had great respect for the U.S. Navy as a force for good and many times being among the first to respond to humanitarian disasters, part of his inspiration for joining.

“So, when the terrorists attacks of 9/11 happened, while I was enrolled in college, I went to the embassy and applied for Selective Service to join the United States Navy,” Ndiaye said.

Dawson spoke highly of Ndiaye’s morale and dedication, citing not only his ‘on-the-job’ dedication, but also his attention to community service.

“Petty Officer Ndiaye represents the Navy’s core values by being an ambassador in the community,” said Dawson. “He’s done so by dedicating his off-duty time teaching soccer fundamentals and sportsmanship to the youth of Panama City through the Frank Brown Park Youth Soccer League His exceptional professionalism, initiative and devotion to duty reflect credit upon himself and the United Sates Naval Service.”
