Phillips, a 2003 Georgia Institute of Technology graduate and 2009 University of South Carolina graduate, is the IPT technical lead for Industrial Control Systems (ICS) Supervisory Control and Data Acquisition. He is a certified systems engineer professional with ICS Level 3 Certification and was lauded for writing the Defense Logistics Agency (DLA) Enterprise Control Systems Capability Requirements Document for Automated Fuel Handling Equipment.
Of winning the award, Phillips said, "The IPT Technical Lead of the Year award is really more about the team of engineers and technicians that I work with. Without their outstanding contributions to [NIWC's] mission, very little of my own contribution would register. I take great pride and satisfaction in working on such a highly motivated and performing team.”
